Chamber of Commerce for Greater Philadelphia Economic Outlook Survey

Since 2010, we have partnered with the Chamber of Commerce for Greater Philadelphia to survey members about their expectations for the upcoming year's business conditions in our region. Research like this survey is key to our efforts to keep a pulse on economic trends in the Third District.

According to a Federal Reserve Bank of Philadelphia survey, 22 percent of Chamber of Commerce for Greater Philadelphia members reported an increase in regional economic activity in 2025 relative to 2024, compared with 48 percent of members who saw a decline in regional business conditions. The respondents’ expectations for 2026 were mixed, with roughly equal shares of members expecting an improvement or a decline in business conditions in the next 12 months.

The 16th annual survey was conducted November 6–24, 2025. The survey also found:

  • Nearly 58 percent of respondents listed uncertainty about regulations and government policies as one of the top three problems they face currently, making it the top cited problem. Last year, this option was listed by 24 percent of respondents and was the fifth most frequently cited problem.
  • Seventy-six percent of respondents indicated that they currently use AI. Of those, about half of them reported that they currently use generative AI or a combination of traditional and generative AI. For the majority of them, generative AI has not impacted their need for workers.
