In 1990, for example, earnings in the states of the New England and Mideast regions were well above the U.S. average. In 1978, however, earnings in both regions had been close to the U.S. average. Meanwhile, the Plains' and Rocky Mountain's 1990 per capita earnings, which were slightly below the rest of the country in 1978, had fallen even farther behind the U.S. average.
