Series on Fraud, Error, and Dispute Protections

In 2005, the Center released three papers examining the protections available to users of various electronic payment vehicles who fall victim to fraud, discover an error on their statement, or have a dispute with a merchant after making a purchase.

The first two papers examine the federal and state laws and network, association, and bank practices that protect consumers when they experience these problems. The first paper focuses on consumers who use credit and debit cards, and the second focuses on those who use ACH e-checks and prepaid cards. The third paper considers the policy implications of the various protections extended to users of these four payment products.
