Philadelphia — The Federal Reserve Bank of Philadelphia announced the following promotions and appointments:
Kori Ann Connelly to vice president and deputy general counsel; Kim Taylor to vice president in Human Resources; Linda Van Valkenburg to vice president in Information Technology Services (ITS); Anjanette Kichline to assistant vice president in Supervision, Regulation, and Credit (SRC); Kenneth Chin to officer in Cash Services; Jeff Fries to officer in the Collaboration Build Services in National IT End User Services (EUS); Yilin Huang to officer in SRC; and Tom Stark to officer in Research.
Kori Ann Connelly joined the Bank in 2011 as assistant vice president and counsel. In her new role, Connelly will be responsible for the administration and management of the Legal Department and will provide legal support primarily to Human Resources, Financial Management Services, and Law Enforcement. Prior to working at the Bank, she was a partner with Swartz Campbell LLC, a Philadelphia law firm, where she worked in employment and labor law and insurance coverage for more than 10 years. Connelly has a J.D. from Temple University School of Law and graduated maxima cum laude from La Salle University with a B.A. in English.
Kim Taylor joined the Bank in 1993 as a compensation analyst in Human Resources. After being promoted to Cash Services in 1994, she returned to Human Resources in 1997. Taylor then became benefits manager in 1998, employee relations manager in 2001, an officer in 2013, and assistant vice president in 2015. In her new role, Taylor will oversee compensation, benefits, staffing, employee relations, workers’ compensation, medical, and the department’s administrative unit. Taylor has a master’s degree in human organization science from Villanova University and a bachelor’s degree in criminal justice from Kutztown University.
Linda Van Valkenburg joined the Bank in 1987 as a software developer and was promoted to manager in 2007, officer in 2013, and assistant vice president in 2016. Van Valkenburg leads the Federal Reserve System’s Subcommittee on Credit Risk Management’s (SCRM) Collateral Management System and represents SCRM on the national Application Development Leadership Team. She also oversees the Software Quality Assurance testing group and the group that develops software for the Supervision Team Site Support Office. Prior to working at the Bank, Van Valkenburg worked in software development as an independent contractor and at Mutual Benefit Life Insurance. She has a B.S. in management from Montclair State University and is a certified Project Management Professional.
Anjanette Kichline has been a special advisor in Consumer Compliance/Community Reinvestment Act Examinations unit since 2013. Before joining the Federal Reserve Bank of Philadelphia, Kichline worked in a number of supervision-related roles at the Consumer Financial Protection Bureau, the Board of Governors of the Federal Reserve System, and the Federal Reserve Bank of Cleveland. She has an M.B.A. from Cleveland State University and a B.S. in finance from Duquesne University.
Kenneth Chin oversees a group that supports financial and budgetary reporting, data analytics and reporting, and internal controls. Chin originally worked at the Bank from 1990 to 1997 in Electronic Funds Transfer and Fiscal Services and returned in 2013 as a technical project manager on the Post Payment System in ITS. Previously, Chin worked for 16 years in operational and technical leadership positions at Towers Perrin, Electronic Data Systems, and AAA South Jersey. He has an M.B.A. and a B.S. in commerce and engineering from Drexel University.
Jeff Fries, who joined the Bank in 2005, has worked with the Groupware Leadership Center, which manages the Federal Reserve System’s enterprise collaboration and messaging services, and was a project manager for the Connect & Share program. In his new role, Fries will oversee the Messaging & Productivity group within EUS’s Collaboration Services function. Prior to coming to the Bank, Fries owned a consulting company specializing in collaborative products and was a team leader of the IBM Lotus Notes and Domino Group. Fries has a B.S. in mathematics and computer science from Delaware State University.
Yilin Huang leads the RADAR Securities Evaluation Services Team, which assists Federal Reserve System examiners and risk specialists in the evaluation of their supervised banks’ securities holdings and conducts investment securities horizontal review and risk identification. Huang’s team also contributes to the System’s Comprehensive Capital Analysis and Review and Large Institution Supervision Coordinating Committee programs. Before joining the Bank in 2010, Huang spent over 10 years in the private sector as a fixed income investment specialist for the Hartford Investment Management Co., GE Asset Management Inc., and Princeton Advisory Group. She has a master’s degree in economics from the University of Connecticut and has Chartered Financial Analyst and Financial Risk Manager designations.
Tom Stark is research officer and assistant director of the Real-Time Data Research Center, which produces macroeconometric analysis and collects and maintains data sets for macroeconomists and policymakers. Under Stark’s leadership, the data center’s portfolio has grown to include the real-time data set for macroeconomists and the Survey of Professional Forecasters, among other products. He has worked with the Board of Governors, providing forecast survey information for monetary policy and in expanding the center’s portfolio. Stark, who joined the Bank’s Economic Research Department in 1984, has a Ph.D. in economics from Temple University and a bachelor’s degree in business administration from La Salle University.
