Philadelphia, PA — The Federal Reserve Bank of Philadelphia today announced the appointments of A. Dwight Utz, president, chief executive officer (CEO), and director of the York, PA–based PeoplesBank; Joseph B. Bower Jr., president and CEO of CNB Bank and CNB Financial Corporation; and Jeff March, president and CEO of Citadel Federal Credit Union, to its Community Depository Institutions Advisory Council (CDIAC). Utz, Bower, and March will serve three-year terms beginning in December 2017.

The CDIAC is a 12-member council composed of representatives from commercial banks, thrift institutions, and credit unions. The council convenes twice a year with officials from the Federal Reserve Bank of Philadelphia to share insights about economic and business trends facing community depository institutions in their local markets. After each local meeting, a representative from the Philadelphia council joins counterparts from other Federal Reserve Banks at a meeting hosted by the Board of Governors of the Federal Reserve System in Washington, D.C.

Prior to joining PeoplesBank, a Codorus Valley Company, Utz served as chairman of the board and president of VantageSouth Bancorp and as president, CEO, and director of ECB Bancorp/East Carolina Bank. Utz is active on the board of directors of Central Penn College, the SpiriTrust Lutheran Foundation’s board, the Large Community Bank Council of the Independent Community Bankers of America organization, and the Pastoral Council at St. Joseph’s Church. Utz has a degree in business administration from Central Penn College and is a graduate of the Stonier Graduate School of Banking at the University of Delaware.

Before joining CNB, Bower was chief financial officer for Mifflinburg Bank & Trust Company. He also served a period of time with the Mifflinburg Bank as internal auditor and controller. Bower recently was chairman of the PA Bankers Association where he still sits on the board and is chair of the personnel committee and a member of the executive committee. He also is on the American Bankers Association political action committee and is currently a director of the CNB Bank board and CNB Financial Corporation. Bower graduated magna cum laude from Lycoming College with a B.A. in accounting. Upon graduating from Lycoming College, he graduated from the U.S. Army Ordinance School Officer Basic Course.

March began working at Citadel almost 35 years ago in 1983 as an accounting supervisor and worked his way to his current position. March has been president and CEO of Citadel since 2001, oversee­ing the company’s asset growth from $350 million to $3 billion. He currently serves as the chairman of the board of directors of PSCU, Inc. Most recently, March held chairman of the board positions with CU Direct and the Chester County Food Bank. He is also a mentor for the Coatesville Area Youth Philanthropy Program. March has a bachelor of science in business administration from the Indiana University of Pennsylvania.

A. Dwight Utz, president, chief executive officer, and director of the York, PA–based PeoplesBank, was unable to fulfill his three-year term. The Federal Reserve Bank of Philadelphia is actively seeking a replacement for Mr. Utz to serve as a member of CDIAC.
