Darcelle Bowrin-Toussaint is a senior economic analyst in our Research Department, where she examines economic conditions in the Third District to increase understanding of the regional economy and help shape the Fed’s monetary policy. Darcelle works on the Nonmanufacturing Business Outlook Survey; the South Jersey Business Survey; and Regional Charts, which depict employment and housing data for the Third District.

Darcelle is passionate about doing research that reveals trends to inform policy decisions that benefit society as a whole. Her research interests include the housing market, economic inequality, and health economics — particularly how health crises such as the COVID-19 pandemic impact the economy as a whole.

Prior to joining the Fed, Darcelle was an economist at the Central Bank of Trinidad and Tobago, where she was the lead forecaster of economic activity to inform monetary policy and general economic policy. Her past research focused on economic markets, macroeconomics, labor economics, time series analysis, and econometrics. She has a master’s and a bachelor’s degree in economics from the University of the West Indies.
