Bank Announces Officer Promotions

Philadelphia, Pa. - The Federal Reserve Bank of Philadelphia has announced the promotion of Stan Sienkiewicz to vice president in the Bank’s Research Department, and the promotions of Keith Morales to assistant vice president and information security officer in the Information Technology Services Department; Christopher Ivanoski to assistant vice president in the Facilities Management Department; and Gail Todd to assistant vice president in the Supervision, Regulation and Credit (SRC) Department.

Also, Julia Cheney was promoted to officer and assistant director in the Bank’s Payment Cards Center and Michael Costello was promoted to officer in the Bank’s SRC Department.

Stan SienkiewiczStan Sienkiewicz

Sienkiewicz joined the Research Department in 2008. He was promoted to research support officer in 2010 and to assistant vice president in 2012. He oversees all support functions for the Research Department, including supervision of the department’s research assistants, administrative staff, library staff, and automation staff. He also supports the department’s strategic planning and automation strategy and participates on the System’s Committee on Research Automation. Prior to joining the Research Department, he spent seven years as a senior manager in the Bank's Payment Cards Center. He began his career with the Bank in 1984 as a research assistant and has held numerous positions in the Business Planning and Financial Management Services departments. He is a member of the Community College of Philadelphia's Business Administration Advisory Committee. Sienkiewicz holds a master's degree in economics from Fordham University and a bachelor's degree in economics from Holy Family University. He also earned a master's degree in systematic theology from St. Charles Borromeo Seminary.

Keith MoralesKeith Morales

Morales was promoted to information security officer in the Bank’s Information Technology Services Department in 2010. Prior to that, he was a manager in the department’s Information Security group. He oversees the Bank's technical services and information security. Since joining the Bank in 1992, he has been involved in several projects that have helped to improve the Bank's information security programs. He also served in a leadership role in the Federal Bureau of Investigation's InfraGard program, which is designed to share information and intelligence to prevent hostile acts against the United States.

Christopher IvanoskiChristopher Ivanoski

Ivanoski was promoted to facilities officer in the Facilities Management Department in 2010. Prior to that, he was a manager in the department. Since joining the Bank in 1994, he has been involved in major construction projects, including the Bank's off-site screening facility and the conference center. He is a member of the American Society of Heating, Refrigeration and Air Conditioning Engineers, the Association for Facilities Engineering, and the Association for Energy Engineers. Ivanoski received a bachelor's degree in engineering from Lehigh University and a master's degree in system management from the University of Southern California.

Gail ToddGail Todd

Todd is recognized in the Federal Reserve System for her expertise in collateral management and has provided leadership for many System initiatives. For five years, she provided oversight to the administrative office of the Subcommittee on Credit Risk Management, which supports financial system stability by, among other things, influencing payment system risk and discount window policies. Before Todd’s most recent promotion, she had been a credit officer in the SRC Department since 2009. She joined SRC as a collateral analyst in 1985 and the Bank in 1983 in the Audit Department. Previously, Todd worked as an internal auditor for several financial institutions. She has a bachelor’s degree in business administration from Gettysburg College.

Julia CheneyJulia Cheney

Cheney joined the Bank’s Payment Cards Center as an industry specialist in 2003 and was promoted to manager of research and programming in 2009. Her research interests include the payments market for underserved consumers, the development of prepaid and mobile payment innovations, and the payment system risks presented by identity theft and other forms of financial fraud. Earlier in her career, she spent several years in international market and business development while working for FleetBoston Financial Corp. and its credit card division's predecessor Advanta Corporation. Cheney received a bachelor's degree in economics from Dickinson College and a master's degree in international business studies from the University of South Carolina.

Michael CostelloMichael Costello

Costello served as manager, business technology solutions, in SRC since 2004, with responsibility for application development. In 2011, he was integral in establishing and assuming responsibility for the Supervision Team Site Support Office. Prior to his appointment as manager, he first served as a senior analyst and then as a project manager in the department’s Information Technology group beginning in 1997. Before that, he was a bank examiner, domestic safety and soundness, beginning in 1992. Costello holds a bachelor’s degree in mathematics and a master’s degree in management information systems, both from Pennsylvania State University.
