Federal Reserve Bank of Philadelphia Announces Board Appointment

Charisse R. Lillie, a partner with law firm Ballard Spahr, has been appointed Chairwoman of the Federal Reserve Bank of Philadelphia's board of directors effective Janurary 2001. Each Reserve Bank has a nine-member board of directors with three members appointed by the Federal Reserve System's Board of Governors.

Lillie is a partner in the Philadelphia firm's litigation department and is a member of its Labor and Employment Group and the Public Finance Group. Her practice is concentrated in the defense of discrimination actions in federal and state court and before administrative agencies.

Before joining Ballard Spahr, Lillie served as Philadelphia's City Solicitor. She has held many positions during her career including: General Counsel of the Redevelopment Authority of the City of Philadelphia; Assistant United States Attorney for the Eastern District of Pennsylvania; professor at Villanova Law School Deputy Director, Community Legal Services Inc.; and trial attorney in the U.S. Department of Justice, civil rights division in Washington D.C.

She has been an active member of the Board of the Pennsylvania Intergovernmental Cooperation Authority from 1992-98. She is also a member of the American Bar Association Litigation and Law Practice Management Sections. In 1999, she was appointed Chair of the American Bar Association Commission on Racial and Ethnic Diversity in the Profession and the Supreme Court of Pennsylvania Commission on Racial and Gender Bias in the Justice System.

Her involvement in civic commissions include: Independent Charter Commission; Philadelphia Criminal Justice Task Force; and the Philadelphia Election Reform Task Force. She is a former president of the Philadelphia Chapter of the Federal Bar Association and former Chair of the Board of Governors of the Philadelphia Bar Association.

She is a recipient of honors including the J. Austin Norris Award from the Barristers Association, Outstanding Alumna Award from Wesleyan University, the Elizabeth Dole Glass Ceiling Award from the American Red Cross, and the Whitney Young Award from the Urban League of Philadelphia. Lillie is a graduate of Wesleyan University, Temple University School of Law and Yale Law School.

The Federal Reserve Bank of Philadelphia serves depository institutions in eastern Pennsylvania, southern New Jersey and Delaware by supplying cash to these banks and thrifts, supervising them, collecting and processing about 4.6 million checks daily, wiring money and securities nationwide, as well as participating in the broader objective of setting monetary policy.
