Julia S. Cheney joined the Bank’s Payment Cards Center as an industry specialist in 2003 and was promoted to manager of research and programming in 2009. Her research interests include the payments market for underserved consumers, the development of prepaid and mobile payment innovations, and the payment system risks presented by identity theft and other forms of financial fraud. Earlier in her career, she spent several years in international market and business development while working for FleetBoston Financial Corp. and its credit card division's predecessor Advanta Corporation. Cheney received a bachelor's degree in economics from Dickinson College and a master's degree in international business studies from the University of South Carolina.
