The population of the Vineland-Millville-Bridgeton, NJ MSA rose from 138,053 in 1990 to 146,438 in 2000, a 6.1 percent increase. During the same period, the state of New Jersey experienced an 8.9 percent increase in population, while the city of Vineland’s population increased 2.7 percent.
Table 1 shows the racial composition of the state of New Jersey, Vineland-Millville-Bridgeton MSA, and city of Vineland based on the 2000 census. In the Vineland-Millville-Bridgeton, NJ MSA, 20.2 percent of the population was black or African American, compared to 13.4 percent of the population for the state and 13.0 percent for the city of Vineland. The last line of the table represents the percentage of the total population who stated they were Hispanic or Latino in origin.

The 1999 median household income for the Vineland-Millville-Bridgeton, NJ MSA was $39,150, and the median family income was $45,403. Statewide, the median household income was $55,146, and the median family income was $65,370. In the same year, the median household income for the city of Vineland was $40,076, and the median family income was $47,909.1
The term low- and moderate-income persons (LMI) is used for CRA and community development purposes and includes people and communities whose income is less than 80 percent of the area median income. People and communities whose income is less than 50 percent of the area median income are considered low income and those whose income exceeds 50 percent, but does not exceed 80 percent, are considered moderate income.
In 2000, there were 49,096 households within the Vineland-Millville-Bridgeton, NJ MSA. Of all households in all census tracts, 24.2 percent were households with low incomes and 16.1 percent were households with moderate incomes. A household's income is not necessarily an indicator of the income of the census tract in which the household resides. As Table 2 indicates, 70.0 percent of all households with low incomes resided in middle- and upper-income census tracts and 74.8 percent of all households with moderate incomes resided in middle- and upper-income census tracts.2
In 2007, there were 34 census tracts in the Vineland-Millville-Bridgeton, NJ MSA. Of the total, two were low-income tracts and seven were moderate-income tracts. In the city of Vineland, there were 11 census tracts. Of the total, one was a low-income tract and two were moderate-income tracts.2
In 1999, the Vineland-Millville-Bridgeton, NJ MSA had 20,367 residents living below the poverty line, 15 percent of the MSA population. Statewide, 8.5 percent of the population was living below the poverty line. The city of Vineland had 7,560 residents (13.8 percent of the total population) living below the poverty line.

In 2000, the Vineland-Millville-Bridgeton, NJ MSA had a total of 52,863 housing units, of which 93 percent were occupied and 7 percent were vacant. Of the occupied housing units, 67.9 percent were occupied by the owner, and 32.1 percent were occupied by a renter. The state of New Jersey had a total of 3,310,275 housing units, of which 92.6 percent were occupied and 7.4 percent were vacant. The city of Vineland had a total of 20,958 housing units, of which 95.1 percent were occupied and 4.9 percent were vacant.
The reasons for vacancies are illustrated in Figure 3.
In January 2007, 31.6 housing permits for new, privately owned houses in the Vineland-Millville-Bridgeton, NJ MSA were issued. Of this group, 35.8 housing permits were for 1- to 4-unit homes. These numbers have been seasonally adjusted.
Note: The Research Department of the Federal Reserve Bank of Philadelphia seasonally adjusts the two series (total housing permits and housing permits for 1- to 4- unit structures) independently. When these two series are close in value and the seasonal adjustments are made, it is possible that the 1- to 4- unit structures will exceed the total housing permits, as is the case in this MSA.

In 2006, the Vineland-Millville-Bridgeton, NJ MSA had an annual unemployment rate of 6.9 percent, compared with a rate of 4.6 percent for the state of New Jersey. The city of Vineland had an annual unemployment rate of 6.5 percent for the same year.

In the Vineland-Millville-Bridgeton, NJ MSA, 11.7 percent of the population that is 25 years of age or older has a bachelor’s degree or higher. In the city of Vineland, 14.3 percent of the population that is 25 years of age or older has received a bachelor’s degree or higher. For the state of New Jersey, this figure is 29.8 percent.
