Population1

The population of the Altoona, PA MSA declined from 130,542 in 1990 to 129,144 in 2000, representing a 1.1 percent decrease. During the same period, the state of Pennsylvania experienced a 3.4 percent population increase, while the city of Altoona's population decreased 4.5 percent.

Table 1 shows the racial composition of the state of Pennsylvania, Altoona MSA, and city of Altoona based on the 2000 census. The last line of the table represents the percentage of the total population who stated they were Hispanic or Latino in origin. Only a small percentage of the population for the Altoona, PA MSA and city of Altoona reported that they were Hispanic or Latino in origin (0.4 percent of the total population for the MSA and 0.6 percent for the city). For the state of Pennsylvania, this number is 3.2 percent.

The racial composition of the Altoona, PA MSA is illustrated in Figure 1.

Income1

The 1999 median household income for the Altoona, PA MSA was $32,861, and the median family income was $40,160. Statewide, the median household income was $40,106, and the median family income was $49,184. In the same year, the median household income for the city of Altoona was $28,248, and the median family income was $36,758.¹

The term low- and moderate-income persons (LMI) is used for CRA and community development purposes and includes people and communities whose income is less than 80 percent of the area median income. People and communities whose income is less than 50 percent of the area median income are considered low income and those whose income exceeds 50 percent, but does not exceed 80 percent, are considered moderate income.

In 2000, there were 51,622 households within the Altoona, PA MSA. Of all households in all census tracts, 23.4 percent were households with low incomes and 16.3 percent were households with moderate incomes. The income of a household is not necessarily an indicator of the income of the census tract in which it resides. As Table 2 indicates, 68.3 percent of all households with low incomes resided in middle- and upper-income census tracts and 79.2 percent of all households with moderate incomes resided in middle- and upper-income census tracts.²

In 2007, there were 34 census tracts in the Altoona, PA MSA. Of the total, one was a low-income tract and six were moderate-income tracts. In the city of Altoona, there were 16 census tracts. Of the total, one was a low-income tract and four were moderate-income tracts.²

Poverty Level1

In 1999, the Altoona, PA MSA had 15,840 residents living below the poverty line, representing 12.6 percent of the MSA population. Statewide, 11 percent of the population was living below the poverty line. The city of Altoona had 8,496 residents (17.7 percent of the total population) living below the poverty line.

Housing Units1

In 2000 the Altoona, PA MSA had a total of 55,061 housing units, of which 93.6 percent were occupied and 6.4 percent were vacant. Of the occupied housing units, 72.9 percent were occupied by the owner, and 27.1 percent were occupied by a renter. The state of Pennsylvania had a total of 5,249,750 housing units, of which 91 percent were occupied and 9 percent were vacant. The city of Altoona had a total of 21,682 housing units, of which 92.5 percent were occupied and 7.5 percent were vacant.

Housing Permits3

In January 2008, 2.7 housing permits for new, privately owned houses in the Altoona, PA MSA were issued. All of these housing permits were for 1- to 4-unit homes. These numbers have been seasonally adjusted.

Unemployment Rate4

In 2007, the Altoona, PA MSA had an annual unemployment rate of 4.2 percent, compared with a rate of 4.4 percent for the state of Pennsylvania. The city of Altoona had an annual unemployment rate of 4.8 percent for the same year.

Education1

Overall, the Altoona, PA MSA and the city of Altoona populations are not as well-educated as the population of the state of Pennsylvania. In the Altoona, PA MSA, 13.9 percent of the population that is 25 years of age or older has a bachelor's degree or higher. In the city of Altoona, 12.1 percent of the population that is 25 years of age or older has received a bachelor's degree or higher. For the commonwealth of Pennsylvania, this figure is 22.4 percent.
